Christopher Evans belongs to the late-Victorian wave of reformers who argued through fiction. Eurasia lays out an ideal republic in the shape of a novel: its parliament, courts, schools, arbitration boards and public works are described with the patience of a man who had studied administration rather than dreamed about it. Written after Bellamy made the utopian romance a vehicle for political argument, it is a blueprint dressed as a story.
